
TPCA Strategic Plan: Honoring Our Past – Leading for Tomorrow
In 2025, under the leadership of TPCA President Will Johnson, the Texas Police Chiefs Association launched a strategic planning process to help guide the Association’s future with intention and clarity. To support this effort, the TPCA Executive Board engaged Omni Tech International, a strategic planning facilitation company. Lee Ann Rouse of Omni Tech led a structured process that included interviews with Executive Board members, surveys of TPCA membership, and review of best practices in association management.
President Johnson centered this work around the theme:
“Honoring Our Past – Leading for Tomorrow”
This theme reflects both TPCA’s deep respect for its legacy and its responsibility to lead forward—strengthening the Association in ways that support current and future generations of law enforcement leaders.
In January 2026, the Executive Board convened for a Strategic Planning Retreat, guided directly by member feedback and survey results. As President Johnson shared:
“Your guidance reaffirmed our north star: delivering value to our members so they can be the most effective leaders in their departments and communities.”

The Executive Board will consider approval of the Strategic Plan at its March 30, 2026 meeting in Corpus Christi, held during the TPCA 2026 Annual Conference.
