
Stan Standridge
Chief of Police
Chief Standridge currently serves as the Police Chief in San Marcos, TX, where he oversees a civil service municipal agency. He is a member of the elected board of the Texas Police Chiefs Association (TPCA), where he oversees the Officer Safety Committee for Texas. He is the recipient of numerous awards, including 20 Under 40 Business Leader, Executive Leadership Award, I-CAN Hero, and the TPCA’s Innovation Award.
Chief Standridge began his law enforcement career in 1995 with the Abilene Police Department, where he worked as Patrol Officer, Sergeant, Lieutenant, and Assistant Chief. He spent a decade on the SWAT Team, served in Internal Affairs, and was an instructor on several topics including Ethics, Leadership and Active Shooter. On July 9, 2009, Stan was appointed Chief of the Abilene Police Department, serving for eleven years in that role before coming to San Marcos in November 2020.
Stan holds an undergraduate degree from Midwestern State University where he graduated Summa Cum Laude, and a Masters of Public Administration from Sam Houston State University. He is a graduate of the FBI National Academy, session 226, as well as the Texas Leadership Command College, class 59. In August 2018, Chief Standridge graduated the FBI’s Law Enforcement Executive Development Seminar. Prior to his policing career, Stan served in the United States Air Force.

Joseph Florance
Law Enforcement Outreach Consultant
Joseph Florance retired at the rank of Captain after 22 years of service with the Rockwall Police Department. His experience includes Patrol, Traffic, Field Training, Criminal Investigations, Police Administration, SWAT Operations, SWAT Command, Internal Affairs, and more. Joseph went to work for the TML Risk Pool in October 2024 as a Law Enforcement Outreach Consultant. He has a Master’s Degree in Human Resources Management and a Bachelor’s Degree in Criminal Justice Administration from Tarleton State University. Some of the leadership programs he has completed include the PERF Senior Management Institute for Police, FBI LEEDA Trilogy, ILEA School of Executive Leadership, and ILEA School of Police Supervision. He also holds a TCOLE Master Peace Officer’s License, TCOLE Instructor’s certification, TEEX Emergency Vehicle Operations Instructor certification, and is a TEEX Collision Reconstructionist.

Charles “Chase” Stapp
Law Enforcement Outreach Consultant
Chase Stapp has been employed in various roles in municipal law enforcement and city administration since 1992. His experience includes 5 years as the Chief of Police for the City of San Marcos, TX and 5 years as an Assistant City Manager over Public Safety for the City of San Marcos. Chase also served as a law enforcement trainer specializing in firearms and defensive tactics during his tenure in San Marcos.
Chase began his employment with the Texas Municipal League Intergovernmental Risk Pool in 2024, serving as a Law Enforcement Outreach Consultant after retiring from the City of San Marcos. Mr. Stapp currently holds several license designations from the Texas Commission on Law Enforcement including Master Peace Officer, Field Training Officer, Licensed Instructor, and Certified Firearms In-structor. He has also completed the Certified Public Manager program through Texas State University.
